The public process to develop the vision took place between September 2008 and January 2009. Working under a principle of maximizing stakeholder involvement and generating diverse representation from throughout the metro area, Lakeland Vision collaborated with the Lakeland Vision Steering Committee to design a visioning program known as Make Your Mark. The Make Your Mark initiative engaged over 950 community members in brainstorming over 1,000 ideas for the future, crafting goals and strategies, and setting priorities for moving forward with implementation.
The below timeline shows how each public meeting built upon the results of the previous.
 
Idea-Gathering Meetings
 
September 16 - October 16: The public generated over 1000 ideas about Lakeland’s future. This began with a meeting at Southeastern University just for our youth and was followed by 7 public meetings around greater Lakeland.
Goal Writing Meetings
October 27 - 28: Stakeholders and citizens reviewed the ideas from the September meetings and translated them into goals and strategies for the future of Lakeland.
"Mapping the Future" workshop
December 9: Participants worked together in small groups using a table-sized map to determine where people will live, work, and play, as well as how they will move around town. Ideas related to Growth & Infrastructure were used to guide plans.
Vision Open House
January 12 - 13, 2009: Participants reviewed the draft vision, identified priorities, and volunteered to participate in implementation. This event was held at the Junior League of greater Lakeland’s Sorosis building. Those unable to attend were given an opportunity to participate through an on-line survey.
